The Young Turks were welcomed by many in the Ottoman Empire and were seen as the voice of the people. They took great measures not to harm civilians. If one of their members died the "Committee of Union and Progress was responsible for taking care of the family of any self-sacrificing volunteer killed in action" (Zapotoczny 3).
